After the march against the extradition bill on 21st July, protesters surrounded China’s Liaison Office in the Western District. Riot police then clashed with the protesters outside the Central Police Station.
As seen in various news reports and video clips on social media, during the clash, the police fired successive rounds of tear gas and peppered the protesters with gunshots when the police’s line of defence was not charged at or when the protesters were evacuating.
Although some protesters threw miscellaneous items such as eggs, water bottles and umbrellas at the police, the police continuously fired at least 36 rubber bullets and a large number of bean bag rounds and pepper-spray projectiles at the protesters even when the situation was under control. Such use of force is apparently disproportionate.
There are video clips showing the police shooting bullets horizontally. Other video clips in the news reveal that there were police officers firing rubber bullets from the pedestrian bridge outside the Central Police Station at protesters on the ground without prior warning. The incident caused a young protester to be shot in the head and 13 other protesters were injured and sent to hospital.
The excessive use of force of the police disregards the safety of the citizens and is a blatant violation of professional conduct. We strongly condemn the police’s actions and demand the government and the police to give detailed accounts of such use of force. Meanwhile, we reiterate that the government should immediately set up an independent investigation committee in order to salvage our fragmented society and resolve the current crisis. Moreover, the government should reinitiate political reforms as soon as possible and implement universal suffrage in the elections of Legislative Council members and the Chief Executive so as to resolve the problems of our society at a systemic level.
